  4V Rally Raid
  Romania,  21 – 24 of October 2021 – fifth edition

   A. INTRODUCTION
The competition 4V Rally Raid Constanta takes place between 21 – 24 of October 2021 in Constanta, Romania. The competition is organised following the:
– Rules of the National All Terrain FRAS, edition 2021
– Rules of the National FRM, edition 2021
– The FIA/FIM International Sports Code and its annexes
– This present Particular Rules
– The demeanour rules of the two Romanian federations
– Traffic law
Any modification operated to this present regulation shall be communicated through Additional and Informative Bulletins, dated and numbered by the organizer or the College of Sports Commissioners. 
By entering the competition, the participants accept and follow the provisions of the FRAS and FRM Regulations.

3. GENERAL CONDITIONS
3.1. Eligibility
NATIONAL:
FRAS National Rally Raid auto
Auto – UTV, class: Promo, Deburanti, Profi 

FRM National All Terrain Rally moto
Moto – Quad – ATV – Discovery and Profi

INTERNATIONAL:
only Profi class

3.2 The Romanian Competitors participating in the 4V Rally Raid Constanta , must be holders of the Sports Licenses issued by the Romanian Federation FRAS and the Romanian Federation FRM, valid for the current year for rally raid – off road or FIA license.
Foreign competitors must have a license issued by the federation of the country of which they belong.
3.3.All  competitors, including foreign one,  who present FRAS license, for one event, valid for the respective competition are also admitted in competition.
3.4. In order to obtain one event license, contact the organiser.
3.5. Holders of other types of licenses will have separate rankings by classes and general.
3.6. The organizer may refuse the registration of a competitor without giving explanations.

4. TRACK DESCRIPTION 
4.1.1. Total length of the rally: 640 km
4.1.2. No. of special stages: 2 – PS1 and PS2
4.1.3. Total length of the Special Stages: 560 km

On the track there will be a number of approximately 10 CTs, identifiable in the Road book. There will be set up 3 refuelling areas at approximately 9o km one of each other on gas stations or by canister, for Moto, QUAD and SSV. Refuelling will be made according to the Rules and the Norms for prevention and extinguishing of fires. The refuelling is done by the competitor with a complexity neutralisation of 10 minutes.
There are not accepted technical interventions during the neutralisation time on refuelling points.
At km 180 it will be 60 minutes regrouping for all classes including auto. In this time there are accepted technical interventions.

4.2. Start order
4.2.1.The start order will be according prologue time.
4.2.2.The start at 4V Rally Raid will be in the next mode:
Profi category will start first:
– MOTO/QUAD: every 2 min.
– 10 min. break
– SSV: every 2 min.
– 10 min. break
– MOTO/QUAD: every 2 min.

PROMO category will start second after 10 minutes break:
– MOTO/QUAD: every 2 min.
– SSV: every 2 min.
– AUTO: every 2 min.

Any delay at the start of a stage or Time Control will be penalized by 1 minute for each minute of delay.
The competitor who have more than 30 minutes late than the ideal start time will be excluded from the Competition.
At the start line, the crews must be presented with the engines start, the motorcycles operating, moving with their own force, the headlights and the lights on. Otherwise, the logbook will not be handed over to the competitors and they will be given a time of 30 minutes to restart the car in its starting state.
Delay at the beginning of a stage will be penalized by 1 minute for each minute delay. Any advance against this time will be penalized with 1 minute for each minute of advance. Delay of more than 30 minutes will result in exclusion from the competition.
4.2.3. The start time of the start order is the presentation time at CO 1.

4.3. Selective sector – Linking sector
4.3.1. The Selective Sector (SS) is a road section, agricultural or communal road.
ATTENTION: Competitors are advised with great caution towards any other users of the section!
4.3.2. Circulation in the opposite direction on the Selective Sector is penalized with the exclusion from the competition.
4.3.3. Setting more than 20 sec. on the start line after the start signal is penalized with 2 min.
4.3.4. The taking of the start before the official signal is penalized with 5 min. In case of recurrence, it is penalized with the exclusion from the competition.
4.3.5. The athlete who refuses to start in a Selective Sector at the time and order will be penalized with 60 min.
4.3.6. Selective sectors are traveled in real time, with maximum time allocated.
4.3.7. Exceeding the maximum time results in abandonment.

4.4. Restrictions
4.4.1. Limitations of speed on certain areas of the crossing:
4.4.2. The competitors must comply with the provisions of the Road Code and the legislation in force, and on the special tests not exceed the speed restrictions (in the sectors imposed by the organizer).
4.4.3. The Organizer may provide in the Particular Regulation on certain areas a certain maximum speed of movement.
4.4.4. Exceeding the maximum speed provided, verified with GPS equipment, entails the following penalties, depending on the length of the sector on which the speed restriction was ordered, depending on the maximum speed reached (maximum peak) except for the 3 sec restriction entry area. so:
– according to table “Anexa 1 TABEL PENALIZARI” page 47 from “Regulament CNRR 2020“

4.5. Surveillance
4.5.1. The organizer will make available a GPS system to the competitors. It is the competitors’ obligation to ensure its functionality throughout the competition the damage or loss of the system will be borne by the competitor.
4.5.2. Any malfunction of the GPS system from its receipt until its delivery will be notified to the contest director.
4.5.3. The following deviations will be sanctioned:
• voluntary stop of GPS;
• non-transmission of data due to its low load level;
• changing its position in the race car so that it does not work
• other actions on the issue affecting data transmission
4.5.4. Abandoned competitors will hand over the GPS to the Rally Secretariat.
4.5.5. The rest of the competitors will hand over the GPS at the end of the rally to the Rally Secretariat.
4.5.6. The loss, damage or non-return of the GPS system at the end of the competition is sanctioned with a fine of 300 euros.
4.5.7. GPS beacon it is an external services and value is: 25 EUR
NOTE: during the competition, all participants can be fallow online live!

4.6. Environment
4.6.1. Each participant has the obligation to protect the environment during the competition and the assistance works that will be carried out, having the protection sheet under the machine.
4.6.2. The deviations are financially fined, the amount of this sanction is 100 euros. Failure to do so will exclude the athlete from the competition.
4.6.3. In the closed park; in the stationary vehicles must have a tarp under them to protect the soil!

4.7. Assistance in case of accident
4.7.1. The obligation of the competitors in the event of an accident is to announce as soon as possible the Race Management, using their mobile phone or pressing the SOS beacon button.
4.7.2. The obligation of a competitor who stopped in an accident is to remain with the injured person until the next competitor or the medical intervention team arrives.
4.7.3. Immediate announcement of the nearest Control Station or Race Management is announced about the accident and the time at which it stopped – the Race Management announces the time at which the next competitor or medical intervention team arrived.
4.7.4. The jury will decide the time it will grant to the competitors in case the result is vitiated by this stop.

4.8. Fueling
4.8.1. Fuelling will be made on filling station or by canister, for Moto, QUAD and SSV.
4.8.2. 10 min. neutralisation will be granted for each refuelling point. AUTO class who have autonomy and do not need fuel will not receive minutes of neutralisation.
4.8.3. For those who supply the canister, they must make available to the organizer the full ones and with no. of competition written on them, Thursday evening, 21 of October at 20:00;
4.8.4. The canisters must be approved for fuel transport

4.9. SAFETY AND SECURITY EQUIPMENT
4.9.1. The wearing of safety equipment is mandatory during the entire duration of the contest, subject to an immediate removal penalty from the competition (helmet, suit, boots, cap, gloves, back protector for motorcycle).
4.9.2. For the participants in the  PROMO class  are required to wear protective helmets, safety belts throughout the connection tests as well as special.
4.9.3. The athletes registered at 4V Rally Raid  are fully aware of the risks that the rally raid may have on them. The route may have unmanaged portions, which is why there is a risk of accident, injury or death due to common dangers for outdoor competitions. These include and are not limited to: collisions with cars, other vehicles, stones, rocks, trees, people, other objects! Also, during the competition accidents can occur due to the sun, dehydration, hypothermia, lightning, floods, landslides, falling rocks, insects, animals, reptiles, drowning, physical exertion, mental exhaustion, etc. Every participant should know and have an attitude that takes in consideration that no matter how many security measures the organizers take, they are not and will not be able to cover all the risks arising from the nature of the competitions, the environment and the conditions of this type of competitions.  And last but not least, to know and to take into account the fact that no prize is above the health and life of his and / or other participants and to act accordingly when he senses or observes a danger.
By this the organizers and officials are exempted from any civil or criminal liability, in case of personal injury or material. 

5. ADMITTED AUTO VEHICLES AND MOTORCYCLES
5.1. AUTO – According to the Rules of CNRR 2019

Event accept vehicles Field cars:
– 4×4, 4×2, T1, T2, TH vehicles without FIA approval or with expired homologation, off road, UTV, SSV not conforming with FIA T3, TP, TS. The above accepted must be registered.
– 4×4,4×2, as standard for PROMO class that will participate in regularity regime.

5.2 MOTO, ATV, QUAD – According to the rules of FRM

Category 1: Enduro motorbikes
– Cylinder capacity up to 450 cc, single or two cylinder motor
– Cylinder capacity from 450 cc up to 700 cc, single or two cylinder motor
– Cylinder capacity of over 700 cc

Category 2 : competition ATV 4×4
– Cylinder capacity up to 500 cc, 4 stroke motor
– Cylinder capacity of over 500 cc, 4 stroke motor

Category 3 : competition QUAD 4×2
– Cylinder capacity up to 500 cc, 4 stroke motor
– Cylinder capacity of over 500 cc, 4 stroke motor

Category 4 : Discovery for amateurs with motorcycles which are not equipped with specific rally raid equipment (road book reader, tripmaster) and which shall race totally or partially in the special stages in a regular regime. Wearing the specific, complete, protection gear is mandatory.

6. Specificities in the Amateur Class (Promo & Discovery)
6.1 Conditions imposed for the competitors:

7. REGISTRATION
7.1 Start of registration: 01.09.2021
7.2. End of registration: 15.10.2021
7.3 Registration fee:
–  registration fee is between 0 and 350 Euros, depending on participating on previous 4V editions, numbers of cars from one team or special charity acts.  For details contact the organiser;
 

7.4 The registration fee is returned if:
– the registration of the competitors was not validated;
– in case of cancellation of the event.
– according to the Rules of CNRR and CNRTT 2021, paragraf 2.12.9 and 2.12.10

7.5 The fee assures:
– Sporting rights and administrative expenses
– Roadbooks for the sport teams and assistance
– Accommodation in 4* hotel
– Welcome traditional romanian dinner
– Festiv dinner
– Access to the bivouac
– Security of the bivouac
– Medical assistance throughout the race
– Civil liability towards third parties
– Retrieval-transport to the asphalt
– Participation in the award ceremony
The organizer reserves his right of refusing the registration of a competitor, without providing reasons for his decision, according to CSI.

8. INSURANCE
8.1 The competitors are insured in all of the special stages with an insurance of civil liability towards third parties in the value of 80.000 RON, which is valid starting with the start of the rally and ends with the finish of the rally, or withdrawal, disqualification or exclusion.
8.2 The organizer does not hold an obligation towards the competitors for the damages done to them or to their competition vehicles/motorcycles.
8.3 The technical assistance cars, even those with rally plates approved by the organizer, shall not be considered as being official competitors in the rally.

9. ADVERTISING
9.1. The advertising spaces placed immediately above and below the competition numbers are reserved by the organizer, according to the Rules of CNRR and CNRTT.
9.2. In this competition the organizer ensures to each competitor the rally plate (camel) and the panels with the mandatory advertising, which must be mounted on the vehicle until the technical checks.The mandatory advertising of the organizer is:
– 2 competition “camels”, according to the Rules of CNRR and CNRTT
– sun protection panel
– advertisements which will cover a maximum of 30% of the total area of the vehicle.
9.3. All the crews registered at 4V Rally Raid 2020 will be able to organize sports advertising activities (VIP tent, service area branding, sampling, hostesses, autograph sessions, etc.) only in the service park, in the space provided by the organizer. Any other promotion of the partner in the form of commercial advertising (promotion of company name, product, services, offers) without the organizer’s written agreement (contract, invoice, etc.) is interpreted as prohibited advertising and will be sanctioned.
9.4. In case of non-observance of the above provisions the organizer reserves the right to cancel the registration of the crew at 4V Rally Raid 2020 and the registration fee paid by the athletes is considered a fine.

13. ADMINISTRATIVE VERIFICATIONS
13.1 Location: CONSTANTA
13.2 Hours: Thursday 21 October 2021 at 8:30-13:00
13.3 Necessary documents:
– Pilot’s license according to the participation class
– Driver’s licenses
– Autovehicle / motorcycle registration certificate, RCA insurance,
– Auto Civil Liability insurance (Green card)
– Technical passport
– Original of registration chart
– According to national regulations FRAS, all competitors from Promo class and Profi class must have a Romanian sport license,
– Foreign competitors which don’t have a valid licence from their country, could get a Romanian sport license one event.In order to receive one event licence, contact the organiser.

14. TECHNICAL VERIFICATIONS, SEALING AND MARKING
14.1 Location: CONSTANTA 21.10.2021, in the order and at the time mentioned in the chart received from the Administrative Verifications. Attention, delay can bring about penalties.

15. TECHNICAL PARK
15.1 All of the competition auto vehicles and motorcycles shall enter the Technical  Park right after the Technical Verifications, starting at 8:30 on the date of 21.10.2021 the presentation for the checks and ‘established by the organiser, the late submission involves a penalty’ established to regulation. Exits from the service park for technical problems that cannot be solved in the service park are made only with the agreement of the Sports Commissioners, based on a request, failure to comply with this condition or the deadlines set by C.S, leading to the exclusion from the competition of the crew in question. Coming in late in the park, after the presentation hour indicated by the Technical Commissioner at the end of the Technical Verifications is considered to be a delinquency and is penalized with a fine of 1 minute/minute of tardiness and a fine in the value of 100 euros.
15.2 At the finish of the rally, the auto vehicles and motorcycles enter the finish park with a regimen of CLOSED PARK until the finish of the award ceremony.
15.3 The official time of the rally is the one given by the GPS time.
15.4 During the park period in the “Closed Park” the competition vehicles and motorcycles shall be fitted with a waterproof, hydrocarbon-resistant foil and must be placed in the enclosed park under each competition vehicle, on a stretch to ensure the protection of the parking surface in the event of a liquid leak from the engine (minimum 1.5 x 2 m). Any deviation will be sanctioned with a fine of 100 euros or expulsion from the competition.
15.5 Forfeit penalty:
15.5.1 Value of the forfeit penalty: 10 hours
15.6 Exceeding the maximum allowed time in the special stage. See the centralising table of penalties which shall be displayed at the secretaryship of the race.

16. FINAL TECHNICAL VERIFICATION
16.1 The final technical verification shall be done Saturday 223 of October 2021, at 20.00, at technical park  .

17. RANKINGS
17.1 There will be drawn up according to the regulations of FRAS

18. COMPLAINTS/APPEALS
According to the auto Rules FRAS and FRM 
18.1 All of the complaints must be done according to the regulations of the International Sports Code. These must be done in writing and sent to the Competition Director, along with the complaint fee which shall not be returned if the complaint is not justified.
18.2 If the complaint requires the disassembling and reassembling of certain parts of a vehicle, the plaintiff must submit a guarantee set by the respective Federation.
18.3 If the complaint is not justified, the expenses caused by transportation and works shall be covered by the plaintiff. If the complaint is justified, the expenses caused by the transportation and works shall be covered by the contestant which is found guilty.
18.4 If the complaint is wrong and the expenses incurred in the protest (verifications, transportation etc.) are higher than the lodged guarantee, the difference shall be covered by the plaintiff. If the expenses are smaller, the difference is to be returned.
18.5 The Competitors can appeal the pronounced decisions, according to the stipulations of the International Sports Code. The national appeal taxes must be mentioned in the Particular Rules of the Competition.

19. AWARD CEREMONY

20. FINAL DISPOSITIONS
20.1 The map of the course of the elapsed day shall be displayed at the secretaryship of the competition.
20.2 The competitors which wish to participate and do not have licenses issued by FRAS/FRM, shall be able to get their licenses and insurances for accidents from the secretaryship of the competition only if they produce a Medical Permit issued by an Office of sports medicine and the documents necessary to register in a sports club at those respective federations.
The Competitors which have proof of having a license issued by an International Sports Federation shall receive without any costs, an “one event” license.

The organizer reserves his right of making modifications to this regulation, which shall be brought to the knowledge of the competitors in due time by the use of dated and signed informative bulletins, according to the sports Rules of CNRR and CNRTT. These shall be displayed at the secretaryship of the competition (the official announcement board).

    INTRODUCERE

 Competiția 4V Rally Raid  are loc între 21  – 24 octombrie 2021 și este organizată conform:

 – Regulile de conduită ale celor două federații românești FRAS si FRM; 
 – Prezentele reguli particulare;
 – Codul Sportiv international FIA si FIM;
 – Codul Rutier;

 Orice modificare adusă prezentului regulament va fi comunicată prin buletine suplimentare și informative, datate și numerotate de către organizator sau Colegiul comisiilor sportive. Orice participant care se inscrie si participa la competitia 4V Rally Raid 2021, accepta si urmeaza reglementarile FRAS .

3. GENERAL CONDITIONS
3.1. Eligibilitate

• • 4. DESCRIERE TRACK

 4.1.1.  Lungimea totală a competitiei: 640 km
 4.1.2.  Numărul de etape speciale: 2 – PS1 si PS2
 4.1.3.  Lungimea totală a etapelor speciale: 560 km

 Pe traseu va fi un număr de aproximativ 10 CT, identificabile în roadbook.  Vor fi amenajate zone de realimentare, în conformitate cu Regulile și Normele de prevenire și stingere a incendiilor. În această competiție, realimentarea este efectuată de concurent cu o neutralizare complexiva de 10 minute. Realimentarea si neutralizarea de 10 min. este obligatorie doar pentr Moto, QUAD si SSV, clasa Auto nu beneficiaza de neutralizare.  Nu sunt acceptate intervenții tehnice in zonele de realimentare si pe perioada neutralizarii de 10 minute.
La km 180 toti concurentii, inclusiv clasa auto, vor avea o regrupare de 60 minute. In timpul acestei regrupari sunt permise interventii tehnice.

• • 5. ADMITERE AUTOVEHICULE ȘI MOTOCICLETE

 5.1.  AUTO – Conform Regulamentului CNRR 2021

 In cadrul competitiei sunt acceptate vehiculele T1, T2, T3, T3P, T3S, în conformitate cu reglementările FIA.  Organizatorii pot accepta și vehiculele T4 dacă terenul este potrivit.  De asemenea, sunt acceptate vehiculele categoria TH (cu omologare expirata), SSV  neconform cu FIA T3, TP, TS, R “PROMO” (vehicule acceptate numai în etapele selective de regularitate).

 Grupa DISCOVERY de vehicule Offroad, înmatriculate, în conformitate cu regulamentul privind traficul rutier public, echipate în conformitate cu reglementările cursei.

5.2 MOTO, ATV, QUAD – În conformitate cu regulile FRM

 Categoria 1: motociclete enduro

 – capacitatea cilindrica de până la 450 cc, un motor cu doi cilindri
 – Capacitatea cilindrica de la 450 cc până la 700 cc, cu motor cu doi cilindri
 – Capacitatea cilindrica de peste 700 cm3

 Categoria 2: competiție ATV 4 × 4

 – Capacitate cilindrica până la 500 cc, motor în 4 timpi
 – Capacitate cilindrică de peste 500 cc, cu motor în 4 timpi

 Categoria 3: concurs QUAD 4 × 2

 – Capacitate cilindrica până la 500 cc, motor în 4 timpi
 – Capacitate cilindrică de peste 500 cc, cu motor în 4 timpi

Categoria 4: Discovery pentru amatori cu motociclete care nu sunt echipate cu echipament specific de rally raid (cititor de road book, tripmaster) și care se va desfășura total sau parțial în etapele speciale într-un regim de regularitate.  Purtarea echipamentului de protecție specific, complet, este obligatorie.

 6.1 Condițiile impuse concurenților:

    7. ÎNREGISTRARE

 7.1 Începerea înregistrării: 01.09.2021, ora 08:00
 7.2.  Sfârșitul înregistrării: 15.10.2021, ora 12:00

 7.3 Taxa de înscriere:

 – taxa de participare este cuprinsa intre 0 si 350, in functie de participarile la editiile anterioare 4V, numarul de sportivi ai unei echipe sau implicarea in acte caritabile. Pentru detalii contactati organizatorul.

 

 7.4 Taxa de înregistrare este returnată dacă:

 – înregistrarea concurenților nu a fost validată;
 – în cazul anulării evenimentului.
 – conform Regulamentului CNRR 2020, punctul 2.12.9 si 2.12.10

7.5 Taxa asigură:

 – Drepturi sportive și cheltuieli administrative
 – Cazare in hotel de 4*
 – Masa traditionala romaneasca de bun venit
 – Cina festiva
 – Roadbook-uri pentru echipe sportive și asistență
 – Acces la bivouac
 – Securitatea bivuacului
 – Asistență medicală pe parcursul cursei
 – Răspunderea civilă față de terți
 – Recuperare-transport pana la asfalt
 – Participarea la ceremonia de decernare a premiilor
 Organizatorul își rezervă dreptul de a refuza înregistrarea unui concurent, fără a-și prezenta motivele pentru decizia sa, conform CSI.

• • 8. ASIGURAREA

 8.1 Concurenții sunt asigurați în toate etapele speciale cu o asigurare de răspundere civilă față de terți, în valoare de 80.000 RON, valabilă cu începutul raliului și terminând cu finalizarea raliului sau retragerea, descalificarea  sau excludere.
 8.2 Organizatorul nu are obligația față de concurenți pentru prejudiciile aduse acestora sau vehiculelor/motocicletelor de competiție ce le apartin.
 8.3 Vehiculele de asistență tehnică, chiar și cele cu plăcuțe de raliu aprobate de organizator, nu vor fi considerate ca fiind concurenți oficial la raliu.

• • 9. PUBLICITATE

 9.1.  Spațiile publicitare plasate imediat deasupra și dedesubtul numerelor de concurs sunt rezervate de organizator, în conformitate cu Regulile CNRR și CNRTT.
 9.2. În cadrul acestei competiții, publicitatea obligatorie a organizatorului este:
 – 2 “camile” de competitie, în conformitate cu Regulile CNRR și CNRTT
 – panoul de protecție solară
 – anunțuri care vor acoperi maxim 30% din suprafața totală a vehiculului

• • 13. VERIFICĂRI ADMINISTRATIVE

 13.1 Localizare: CONSTANTA

 13.2 ore: joi, 21 octombrie 2021 la orele 08: 30 – 13: 00

 13.3 Documente necesare:

 – Licența de pilot conform clasei de participare
 – Permis de conducere
 – Certificat de înmatriculare pentru autovehicule / motociclete, asigurare RCA,
 – asigurare civilă de răspundere civilă (carte verde)
 – pașaport tehnic
 – Originalul graficului de înregistrare

• • 14. VERIFICĂRI TEHNICE, STAMPILE ȘI MARCARE

 14.1 Locația: CONSTANTA 21 octombrie 2021, în ordinea și la momentul menționat în graficul primit de la verificările administrative.  Atenția, întârzierea poate provoca sancțiuni.

• • 15. PARCUL TEHNIC

 15.1 Toate vehiculele și motocicletele de competiție vor intra în Parcul tehnic imediat după verificările tehnice, începând cu ora 8:30 la data de 21.10.2021.  Prezentarea cu intarziere pentru verificări fata de ora stabilită de organizator implică penalitate stabilită prin regulament.
Prezentarea tarzie în parc, după  ora de prezentare indicată de comisarul tehnic la sfârșitul Verificărilor Tehnice este considerată abatere și este sancționată cu amendă de 1 minut per minut de întârziere și o amendă în valoare de 100  euro.
 15.2 La terminarea raliului, autovehiculele și motocicletele intră în Parcul Inchis cu un regim de parcare închisă până la terminarea ceremoniei de premiere.
 15.3 Timpul oficial al raliului este cel dat de timpul GPS.
 15.4 În timpul perioadei de parcare din “Parcul închis”, vehiculele și motocicletele de concurs vor fi echipate cu o prelată pentru protecția solului.  Nerespectarea acestei prevederi se sancționează cu amendă de 50 EUR sau expulzarea din concurs.
 15.5 Penalizare contravențională:
 15.5.1 Valoarea penalității contravenționale: 10 ore
 15.6 Depășirea timpului maxim permis în etapa specială.  Vedeți tabelul centralizat al sancțiunilor care va fi afișat la secretariatul cursei.

• • 16. VERIFICAREA TEHNICĂ FINALĂ

 16.1 Verificarea tehnică finală se va face sâmbătă, 23 octombrie 2021, ora 20.00, la CONSTANTA.

• • 17. CLASAMENTE

 17.1 Vor fi întocmite conform regulamentului FRAS

   18. CONTESTATII / RECLAMATII

 În conformitate cu Regulamentul  FRAS 
 18.1 Toate reclamațiile trebuie să se facă în conformitate cu regulamentul Codului Internațional al Sportului.  Acestea trebuie să fie efectuate în scris și trimise Directorului Competitiei, împreună cu taxa de plângere care nu va fi returnată în cazul în care plângerea nu este justificată.
18.2 Dacă plângerea necesită dezasamblarea și reasamblarea anumitor părți ale unui vehicul, reclamantul trebuie să depună o garanție stabilită de respectiva Federație.
 18.3 În cazul în care plângerea nu este justificată, cheltuielile aferente transportului și lucrărilor vor fi acoperite de reclamant.  În cazul în care plângerea este justificată, cheltuielile cauzate de transport și lucrări vor fi acoperite de concurentul care este găsit vinovat.
 18.4 În cazul în care plângerea este greșită și cheltuielile suportate în cadrul procesului (verificări, transport etc.) sunt mai mari decât garanția depusă, diferența va fi acoperită de reclamant.  Dacă cheltuielile sunt mai mici, diferența trebuie returnată.
 18.5 Concurenții pot contesta deciziile pronunțate, în conformitate cu prevederile Codului Sportului Internațional.  Taxele naționale de apel trebuie menționate în Regulile particulare ale concursului.
 18.6 Taxa de reclamație pentru auto AT: – Colegiul Comisarilor Sportivi 100 euro
 18.7 Taxa de reclamație pentru moto AT: –  100 EUR
 – COMISIA DISCIPLINEI ȘI LITIGIILOR 100 EUR

• • 19. CEREMONIA DE PREMIERE

 19.1 Localizare: CONSTANTA

 19.2 Premii acordate: CUPE, Premii și diplome

• • 20. DISPOZIȚII FINALE

 20.1 Datele si comunicarile zilei vor fi afișate la secretariatul competiției.
 20.2. Concurenții care doresc să participe și nu au licențe eliberate de FRAS / FRM pot obține licențele și asigurările pentru accidente de la secretariatul concursului numai dacă au eliberat un permis medical emis de un oficiu de medicină sportivă și  documentele necesare pentru a se înregistra într-un club sportiv.
 Concurentul care are dovada că deține o licență eliberată de o Federație Internațională de Sport primește fără nici un cost o licență pentru “un eveniment”.
 Organizatorul își rezervă dreptul de a aduce modificări la acest regulament, care va fi adus la cunoștința concurenților în timp util prin utilizarea buletinelor informative datate și semnate, în conformitate cu Regulile sportive ale CNRR și CNRTT și EETTS.  Acestea vor fi afișate la secretariatul competiției (consiliul oficial de anunțuri).

 CLARIFICARI
1. Cei care participa pentru prima data la o competitie de rally raid se pot inscrie DOAR la clasa Discovery;
2. Distanta de parcurs pentru clasa Discovery este de 204 km;
3. Viteza maxima admisa la clasa Discovery cat si la clasa Promo este de 80km/h;
4. In cadrul competitiei 4V Rally Raid Constanta viteza medie impusa pentru clasa Promo si Discovery este de 55 km/h cu mentiunea ca, la depasiri repetate de viteza maxima admisa (80 km/h), concurentul va fi scos afara din traseu cu interzicere de revenire in competitie;
5. Participantii clasei Discovery nu pot intra in competitie fara adeverinta de la un medic de medicina sportiva. Aceasta se poate obtine de la un cabinet de medicina sportiva sau puteti efectua vizita medicala si in zona bivouacului, joi 21.10.2021, la o ora care vi se va comunica in perioada urmatoare;
6. Navigatia pe track se poate face NUMAI in cadrul clasei Discovery, clasele Promo si Profi navigand pe roadbook;
7. La categoria Moto concurentii se pot inscrie doar la una dintre clasele DISCOVERY sau PROFI. La clasa Profi este obligatorie dotarea motocicletei cu derulator.

Premierea se va face pe urmatoarele categorii:
– Auto Profi/Debutanti/Promo/Discovery
– SSV Profi/Debutanti/Promo/Discovery
– Moto – QUAD Profi/Discovery
